he doesn't use the word gun control at all. he uses gun violence prevention. there's this idea when you talk about controlling guns, that sets off the minds in conservative voters. democrats were getting beat up. it's a cultural values issue for people in rural and middle america. and they had to find a new way to talk about it that didn't involve taking people's guns away, that didn't involve repealing or changing the meaning of the second amendment, that didn't involve banning handguns nationwide. but these are all things that were the stated policy goals of the gun control movement. there's been a change in the rhetoric. >> i remember it so well because i spent a couple of weeks after the columbine. you had all of these groups and they had different ideas about what ought to be done. some obviously much more progressive than others. >> that's absolutely right. nothing did get done after columbine except at the state level. there was no legislation passed although president clinton introduced a package of gun control proposals. if you look back at the covera
